Motorways are the safest roads in the country. However, removing a key safety factor (the hard shoulder) is obviously likely to increase the potential for accidents, injuries or deaths. I wouldn't have thought it would take a genius to work that out. But, here's the rub, our road network is too congested and I suspect, that somewhere, an analysis has been done of cost of widening motorways or stealing the hard shoulder versus the 'acceptable' number of deaths. After all, it would be cheaper not to paint white lines, or have road signs on urban roads. But the accident rate would rise too high, too quickly for that to be contemplated. Why do we need these smart motorways? Personally I think keeping the hard shoulder is a much safer option otherwise if you do breakdown you have no were to go because you are just wondering into more traffic.
